			<content:encoded><![CDATA[<p>Although the mayor and even the federal government have tried to convince Parisians to flash our best set of teeth to you outsiders with big bold posters and, ugh!, official badges that say that you are invited to talk to us in whatever ugly dialect you cling to, but there is no way we are going to do that. Ever. We will not smile (well, maybe to your lover. That&#8217;s right, the one next to you, we want that one.) We will not wear the badge. We will not make that effort. Parlez-vous français? You bet we do! A duchess once said that she did not understood why the English have to say &#8216;Bread&#8217; when it&#8217;s so simple to say &#8216;<em>pain</em>,&#8217; and that applies to just about everything here.</p>
<p>Not that we think all the time of keeping our little secrets to ourselves, we don&#8217;t wear wall-colored suits to walk about or have secret handshakes to identify the true &#8220;Parisians&#8221;, but it&#8217;s just that this is our life and we have not constantly thought of communicating it to others, that&#8217;s all really. Honest. That and the language problem. That and our &#8216;cultural exception.&#8217; That and all you guys standing in front of the Mona Lisa (we call it La Joconde, ok?) like you organize turns to keep us from looking at it. That and your pink bermudas, your loud t-shirts, your big buses and your barbarian manners! Oh, well, I think it&#8217;s in our blood.</p>
<p>But I will take it unto myself, inhale all the air that I can take, and try to relax a minute and magnanimously give out a few hints. You look so pitiful sometimes. Like, for instance, when you want to cross a street: just do it, will you! Don&#8217;t wait there for some green light to tell you that you can go as if all the powers of hell would fall on you for transgressing the laws of the city. Just wait for the traffic to slow down and go for it, you&#8217;ll feel such a sudden relief and you will have made your first step in la Vie Parisienne. Harder still, but you are willing to learn, is to try to shortcut a waiting queue. My advice is not to try to go right in front of everybody, how rude, but just to shoulder yourself into the first half of the crowd. If things get to worse you can still pretend that you don&#8217;t speak French: voila!</p>
<p>Now that you feel good about moving in the City you can enjoy the delights that were sealed to you before. You will also find that there is a lot that you can do at night, while the others pack, lemming-style, into Le Lido to eat bad meat and see fake skin, you could revel in your own private view of Paris by Night by going up the deserted Sacre Coeur. The city lights will be cut off up there after 10PM, there is no fear to have, the muggers have all gone to Le Lido too; after you climb the big staircase you will embrace Paris whole and I&#8217;m sure that that significant other will get into a romantic mood and you will indulge in the scenery. While we are speaking of great heights, it&#8217;s good to know that the Eiffel Tower is open until 1AM: no wait then and if it&#8217;s my birthday we could be celebrating together.</p>
<p>You have moved, you have walked long stairs, you might want to eat. But there are so many booby traps on that one, ready to explode in your stomach or your wallet, that I don&#8217;t know where to begin. And there are all those other Parisians looking over my shoulder right now that I feel that I might already have tested the limits of what I am allowed to tell. They are closing on me right now and I must return to my favorite spreadsheet. Maybe next time. You Are Not Welcome, you hear?</p>

			<content:encoded><![CDATA[<p>Eurostar has not been running for 3 days and has been roundly criticised for not informing passengers what’s going on. In that climate you would have thought that other train operators would have been especially attentive to customer service in the event of delays. Oh no, not even close.</p>
<p>Sarkozy even called in Guillaume Pepy, boss of SNCF, to ask for an explanation of the Eurostar mess. Perhaps Sarko could also ask how SNCF can provide such shockingly bad service on its own trains too.</p>
<p>Yesterday I took SNCF TGV 9834, scheduled to depart Bruxelles at 15h20, final destination Marseille St Charles, via Lille Europe and Charles de Gaulle Airport.</p>
<p>The screens at Gare du Midi showed no delay, TGV due to depart on schedule. Passengers board. More and more board, including, as it turns out, passengers also bound for Perpignan whose train had been cancelled. And then… nothing. The train did not move, no announcements were made, until a small word on the tannoy told us the doors were closing – a full 40 minutes late.</p>
<p>5 minutes into the journey a further announcement told us that bags must not block the doors, but not a word was said about the delay and no apology was made. A stressed elderly lady sat beside me in the train bemoaned the fact that she would already have missed her onward bound connection.</p>
<p>We arrived at Lille Europe 40 minutes late, still no explanations, and some passengers disembark. An announcement tells us the train is supposed to be attached to another train, but there’s no explanation of when we will leave.</p>
<p>So I decided to take matters into my own hands and went to ask the train staff gossiping and smoking on the platform (pictured). I’m told the second train will arrive in 5 minutes. I ask why passengers in the train have not been informed and the response is a shrug of the shoulders of the SNCF employee I spoke to.</p>
<p>The first announcement to passengers in the train that there was a delay was made at 17h07, precisely 61 minutes after the train was due to have left Lille Europe, and 1 hour and 47 minutes after the train was due to leave Bruxelles Midi.</p>

<dl>After half a century suffering under the most brutal  communist dictatorship, the people of Albania chose  to take their destiny in their own hands and to take  their first determined steps on the road to a new  and democratic society.</p>
<p>It was a historic day, when on the 22nd March 1992  this proud people elected with a great majority, the  Democratic Party of Albania to lead them on this long  and difficult road. Young in age, but hardened in the  struggle against communism, our party was the first  political force which made possible the establishment  of political pluralism in Albania.</p>
<p>Now that the old structures of totalitarian power  have been irrevocably demolished, the task rests upon  us to rebuild our country on the wreckage left by so  many years of mis-management and destruction. We are  all working together to build a new Albania that is  democratic, free and prosperous, a new Albania for us  and for our children to live in happiness and harmony.  In the paragraphs that follow, I will explain what the  Democratic Party has done so far in order to build up  democracy, in a  just and tolerant society, where  people can live in peace, freedom and prosperity.</p>
<p>The DP has maintained the independence, the territorial integrity and sovereignty of the country which has  strengthened the national unity. It has established  the rule of law, to defend the legitimate rights and  interests of the individual, towards the state, and  promotes well being. The private property is sacred  and inviolable.</p>
<p>The DP has performed a thorough judicial, structural  and institutional reform by involving in this area,  people with new concepts and proceeding on the basis  of modern democratic codes. Priority is given to the principle that the law is above all, and that the  responsibility of the authorities elected by the  people is to apply the law correctly at all times.  The Constitutional Set of Laws approved by the  parliament is based in the United Nations universal  statement on human rights, the Helsinki agreement,  documents of Copenhagen, the Paris Charters and the  CSCE accords. The freedom and human rights are the  most brilliant reality of modern day Albania. The  three principal religions and many small communities  are developed and co-exist in harmony and peace.</p>
<p>A fundamental reform has been established in the  institutional field. The independent judiciary system  set during these three years of DP government is of  primordial importance for the development of democracy  in Albania. The institutional reform not only offered  the possibility to tens of thousands of intellectuals, who till yesterday were displaced and left in oblivion  to give their contribution for the development of  these institutions, but it also served as a powerful  base of the universal promotion for the consolidation of the state of rights and the exploitation of the  creative energies of the intellectuals in all fields,  as well.</p>
<p>Three years ago the Albanian economy was in a state  of a real comma. Our economic reform was based on the  liberalisation of prices, the control of inflation,  the privatisation of the economy and the attraction  of foreign investors. Its beginning was very difficult, it certainly passed through great difficulties, but  today, it is an undeniable success and the results  are quite impressive.</p>
<p>Inflation is under control, our currency is convertible and is kept stable through a fluctuating exchange  rate, prices are liberalised, privatisation and free  initiative have undergone and are going through rapid  development. The market economy is being transformed  into a dominant force in Albania. The budget deficit  from 44% of GDP three years ago, is going to be only  7%  this year. More than 55% of the GDP comes from  the private sector. Inflation has decreased 25 times  as compared to 1991. From 400% yearly growth 3 years  ago, last year it was 15.8% and hopefully this year  it will be 10%.</p>
<p>For two successive years Albania has the greatest  economic growth in Eastern Europe, 11% for 1993 and  8% for 1994. Customs income has increased from 1992 &#8211;  1994 by 3.8 times. Export and import comparing 1992 &#8211;  1994 increased 3.2 times and 2.7 times respectively.  In 1994 foreign investment was three times higher  than in 1993. We have completed land distribution. The  Albanian farmers with their own toil have become true  owners of the Albanian land. 65% of the national  property is privatised. There is an increase of the  industrial production in many sectors.</p>
<p>Our major attention has been put to the acceleration  of the medium and large scale enterprises through a  voucher system. The speedy privatisation and  proprietorship of our people have given a true  impetus to the country&#8217;s economic development. The  democratic government has paid great attention to the  former political prisoners and persecuted people, to  the normalisation of their life, their employment  compensation, education and accommodation.</p>
<p>Priority is given to the problem of employment and  support to the sectors that create jobs. The  government has studied separately all the sectors and  has undertaken the activation of those which have guaranteed market and exports.</p>
<p>One of the worst things Albania inherited from the  communist regime is the lack of infrastructure. It  was proclaimed that Albania was able to cover all its  needs with the existing electric network, &#8220;which was  enough only for lighting&#8221;. This year the domestic  consumption of electricity has increased 5-15 times  larger than in 1991.</p>
<p>The most important moment for the current year is the  massive privatisation through vouchers. Regarding the investments in 1994, they have been three times  larger than in 1993. The 90&#8217;s found the Albanian people in the greatest historic loneliness they had ever known. After the victory of democracy, Albania managed  to overcome loneliness and isolation and from a  country without orientation in the period of  dictatorship, it took its natural orientation from  Western Europe. The greatest assistance and support  to Albania has been from the European Union and its  member countries.</p>
<p>The development of Albanian-German relations in the  past three years have been historic. The  Albanian-American relations have also improved during  this same period, with the culmination of the visit  by President Berisha to meet with President Bill  Clinton in Washington in September 1995.</p>
<p>Albania has very good and friendly relations with  Italy, one of our neighbours which helped us a lot in  a difficult period and made a very great contribution  to Albania in the form of material assistance and its distribution.</p>
<p>To be emphasised is the signing of the Treaty of  Friendship with France, and the signing of co-operation agreements with the United Kingdom. Which has also  provided a great deal of assistance through exchange  visits with senior officials and the Know How Fund  which has helped in numerous training programs. The  Swiss aid has also been very considerable. Our  relations with Greece now are improved and the visit  of the Foreign Minister of Greece has proved very  promising for the good perspective of our two  countries. The recent visit of the DPA delegation to  Greece invited by Mr Miltiadis Evert, Chairman of the  Nea Democracy Party, opened a new page in the  relations between our two countries. From the  different political forces in Greece it was stressed  that the contribution to the good mutual relations  will not serve only our two countries but will also  be a good example to the stability and security of  the region.</p>
<p>All the success of the Democratic Party that have been  achieved during these three years of its governing,  would have never assumed these dimensions without the  invaluable moral, technical, and material help of the  EUCD/EPP and EDU, of the centre right parties and  their leaders in Europe, as well as the special and  all-round assistance of the two American institutions, the Republican and Democrat party&#8217;s, from the  foundation of the Dp to its victory in 1992 and  successively.</p>
<p>I would like to express my deepest gratitude for all  the support and assistance we have received from all  these democratic institutions and organisations. On  the 1st July 1995, the Democratic Party was accepted  as a full member to the EUCD/EPP at its meeting in  Bucharest. We consider it a victory not only for the  DP, but also for the Albanian people which are working  hard for the consolidation of the new emerging  democracy in our country.</p>

			<content:encoded><![CDATA[<pre>On July 17, 1973, a military coup overturned the two-century-old Afghan kingdom and established a republic. From 1964 to 1973 the country had been
run as a true constitutional monarchy, with royalty barred from high public office. A prime minister appointed by the shah directed the
government. This constitution was abolished in 1973 after a military coup overthrew the shah and established the Republic of Afghanistan. The
Democratic Republic of Afghanistan was set up in 1978, after which the Afghan Revolutionary Council ruled by decree. A new constitution was
approved in November 1987. The word Democratic was dropped from the republic's name. The remains of buried cities indicate that settled peoples lived in
Afghanistan more than 5,000 years ago. The land was invaded repeatedly bynomads and conquering armies. Historic figures who passed through
Afghanistan included Darius I of Persia, Alexander the Great, the Muslim invaders, Genghis Khan, Timur Lenk (Tamerlane), and Baber (Babur). Through
Afghanistan's mountain passes, China's trade flowed westward and southward on the ancient silk route. (See also Darius I; Alexander the Great;

The modern Afghan kingdom dates from 1747, when Ahmad Shah Durrani freed the country from Persian domination. To preserve their independence,
the Afghans shut off the outside world. In the 19th century Afghanistan was caught in the rivalries of great empires. Russia, to the north, threatened Britain's domination of India to
the east. Britain waged two bloody wars, from 1839 to 1842 and from 1878 to 1880, to gain control over Afghanistan (see Afghan Wars). Defeated in
the first war but victorious in the second, Britain bought Afghanistan's cooperation by paying a large annual subsidy to `Abdor Rahman Khan and
supporting his rule.

 When Amanollah Khan ascended the Afghan throne in 1919, he declared war on Britain. The third Afghan War ended that year with no clear-cut winner,
but Afghanistan gained its independence. Amanollah turned to internal eform and tried to modernize the country. The mullahs--religious teachers
and leaders--incited a revolt against him, and he abdicated in 1929. Mohammad Zahir Shah became king in 1933.
The Westernization policy begun by Amanollah made significant advances.Under the 1964 constitution, women voted and ran for office for the first
time in 1965. The separation of the state's executive, legislative, and judicial powers was completed when a supreme court was established in
1967.

 In 1973 the country was taken over by a military regime, which was overthrown in 1978. A Revolutionary Council with leanings toward the
Soviet Union was then established. A treaty of friendship was signed with that country in December 1978. The new government oppressed the Islamic
majority, and civil war broke out. In December 1979, as the military regime weakened, the Soviet Union claimed Western interference, invaded
the country, and joined government forces against Muslim rebels. The council president was killed in the invasion, and the Soviets installed
Babrak Karmal in his place. Soviet advisers were sent into Afghanistan to aid the government. Opposition spread; demonstrations and violence
increased. In 1986 Karmal was replaced by Mohammad Najibullah. The Soviet Union, honoring a 1988 agreement to withdraw all of its troops, completed
its pullout on Feb. 15, 1989. More than 15,000 Soviet soldiers were killed during the nine-year occupation.

Three days after the Soviet troops pulled out, Najibullah declared a state of emergency and replaced the non-Communists in the cabinet with
Communists. A March 1990 coup attempt failed to bring down Najibullah. The Communist party was urged to surrender its constitutional monopoly on
power; in June of that year the Homeland party was created, though with essentially no political power. The United States and the Soviet Union
agreed in late 1991 to end military aid to the Kabul government and the rebels. In April 1992 the rebels closed in on Kabul, forcing Najibullah
out of power. Ethnic and political rivals vied for power.</pre>
